1.   Background and Overview of the Organisation

MSI Reproductive Choices (MSI) is a recognised charity that operates in over 40 countries worldwide. MSI Ethiopia offers a comprehensive variety of sexual and reproductive health (SRH) information and services, and is dedicated to giving all of the assistance clients need to make educated decisions about their sexual and reproductive health, including voluntary family planning (FP) and maternal health care. MSI believes that every woman has the right to obtain a high-quality, confidential, client-centered comprehensive abortion care (CAC) service that respects her rights and choice.

MSI Ethiopia (MSIE) has been providing SRH services to women in the country for over 25 years, including general medical consultation, short, long-acting, and permanent methods of contraception, family planning counselling, pre- and post-natal care, delivery services, child health checks, voluntary testing, and HIV screening and treatment. They now have ten maternity facilities, including four Maternal and Child Health specialist hospitals and six essential basic emergency obstetric and new born care (BEmONC) facilities, as well as ten SRH clinics (middle level health centres). MSIE also has approximately 300 socially franchised private clinics, a developing rural outreach channel, and an active contact centre (helpline 8044).

The setting and origins of the suggested assessment

Expanding MSI’s maternity hospital network and diversifying services are critical building blocks in reaching financial sustainability objectives and sustaining access to safe, high-quality sexual and reproductive health care, according to MSI’s 2030 plan.

In accordance with the aforementioned goal, MSIE aims to extend services at one of its current MCH hospitals in Arada, Addis Abeba. The general goal of this extension is to meet increasing client traffic, offer additional space, and provide client-centric care with high-quality clinical and customer-care services, as well as high-quality interior and unique design alternatives. This increase in space and service offerings will improve customer relationships, increase provider satisfaction, and attract new client groups to MSI’s maternity facility.

MSIE is actively modernising its facilities in accordance with the new MSI global look and feel guidelines. The hired consultant/agency will be given additional information, such as global look and feel guidelines and pilot business cases.

2. Goals and goals

MSIE wishes to engage an experienced architect consultant/agency to assist in the successful design for efficient use of the space structure, interior look and feel ambience design aligned to MSIE internal clinical quality standards and local regulatory requirements as part of the implementation of these new maternity look and feel models in Ethiopia.

3. The scope of the job

Before preparing/submitting a proposal, interested consultants might visit the suggested site to understand the extent of the job in detail. The proposed location has four levels and a total built-up area of 1600 square metres. An MSIE focal person will be designated to assist site visits. The MSIE office may provide a high-level preliminary facility plan for proposal preparation.

Consultant/agency Responsibilities Proposed

The selected consultant/agency will collaborate closely with the MSIE assigned focal person to plan and carry out the following important responsibilities:

1) As-built space measurement and drafting of the space/facility layout map.

2) Make space design recommendations based on the service delivery units allocated to each level.

3) Options for architectural interior design

a. Production of all preliminary 2D architectural designs/drawings (interior and exterior).

b. 3D perspective depicting the inside appearance of each room/space (The formats must be Autodesk AutoCAD “.dwg” files, Microsoft Word “.doc” files, or Adobe “.pdf” files.  Other digital file formats are subject to client clearance.CD outputs in JPEG format).

c. Specification and bill of quantities for the full project (proposed concrete civil works, furniture/chair specifications, partitions work, electric work, water and drainage points, and so on).

4) Provide on-site periodic monitoring assistance as needed to verify that the approved plan is followed.

5) Submit project deliverables on schedule and maintain continuous contact with MSIE focal person to get essential inputs/feedback and clearances.

6) Identify, acquire, and apply necessary legislation, standards, manuals, codes of practise, and other regulatory documents from appropriate regulatory agencies.

7) On time, provide all needed outputs in standard format.

The client’s responsibilities

1) Provide all pertinent information pertaining to the space and interior design project, including MSI worldwide guidelines on maternity hospital appearance and feel.

2) Make payments in accordance with the contract’s payment conditions.

3) Provide timely review input and permission to consultant in accordance with the agreed-upon timeline.

4. Proposed timetable/timeline

The timelines listed below are anticipated from MSIE; however, consultants may suggest their own timelines depending on their knowledge of the scope of work.

The whole project work is planned to be completed within 45 calendar days after signing the contract, and the timelines for particular project target deliverables are listed below. The timelines below begin with the signing of the contract.

1. Understand the specifics of the scope of work and the client’s expectations within three calendar days.

2. Within 10 calendar days, provide a preliminary proposal for the space design/structure design alternatives and as-built measurement arrangement.

3. Submit final space design concept (taking client input and approval into account): within 20 calendar days.

4. Within 30 days, provide a rough draught for interior design ideas based on the approved space design.

5. Submit final interior design proposal (considering customer comments and approval) within 45 calendar days.

6. Provide continuing (as needed) monitoring assistance in the execution of civil work/construction in accordance with the space design.

5. Qualifications and skills

1. The chosen consultant/agency must have at least 5 years of expertise in architectural space design and interior design work, ideally in private (commercial) health care facilities/hospital design, or similar experience in architectural design work in a relevant industry.

2. The business will have shown expertise and ability to handle logistics, as well as human capacity to manage the various scopes of work included in this proposal. The consulting business should have at least two (two) licenced professional architects from the appropriate government office. For all professions in interior design, electric, and allied work, 1(one) quantity surveyor with civil/CoTM academic background and at least 4 (four) years of experience is required.

3. The company would ideally have expertise with local regulator requirements, local context (high end customer preferences, social and cultural norms as appropriate), and the style and feel of high-end private health facilities.

6. Deliverables/outputs

1. As-built measurement of space/rooms and facility layout map/CAD creation.

2. Proposal for the final space design

3. Proposal for final interior architectural design

4. BOQ and detail specs estimation

5. Support monitoring until project launch (facility ready to begin service supply).

7. Contractual and reporting obligations

For project-related assistance and decisions, the consultant will collaborate closely with MSIE’s facilities officer and report to MSIE’s commercial service director.

8. Compensation

The consultant/agency is responsible for submitting their own budget. Payment conditions will be negotiated if the contract is granted. MSI/MSIE’s usual payment terms will be followed upon completion of each delivery in the following manner:

• 30% upon completion of the first and second deliverables; 55% with completion of the third and fourth deliverables; and 15% upon completion of the fifth delivery.

Job Requirements

1. Proposal submission and selection procedure

Interested consultants/agencies must submit an expression of interest that includes the following components:

1. Technical Proposal: Submit a list of the needed papers as well as any other supporting documents relevant to experience, consultant profile, and so forth.

o Introduction to the Organization/Consultant and Experience in Carrying Out Architectural Design Projects: Please offer a short 1-2-page introduction to the organisation and emphasise the organization’s experience working on such projects.

o Technical Brief: This should contain the following: an understanding of the scope of work a workplan with a schedule

2. Financial Proposal: Please submit a detailed budget for each activity/deliverable, including all expenses and the consultation fee in local currency (Birr).

3. Submission deadline for proposals: Proposals must be received by e-mail or at the provided address.

Proposal modification and withdrawal: The Bidder may alter or withdraw its proposal once it has been submitted, provided that written notification of the change or withdrawal is received by MSIE prior to the proposal submission date. The bidder’s withdrawal or modification notification must be drafted, sealed, tagged, and sent in line with MSI/MSIE. The person/authority who filed the initial proposal must sign and seal the amendment document.

After the proposal submission deadline, no proposal may be changed. No proposal may be withdrawn between the proposal submission deadline and the end of the proposal validity term stated by the Bidder on the Proposal Submission Form.

4. Proposal opening and evaluation: MSIE will open proposals in the presence of the Procurement Committee. MSIE may, at its discretion, request clarification of the Bidder’s proposal, including unit cost breakdowns, to aid in the inspection, assessment, and comparison of offers.

MSI will reject any proposal that does not satisfy the conditions listed above.

5. Proposal evaluation and comparison

The Procurement Committee will analyse and compare the offers that have been judged to be substantially responsive in compliance with the requirements.

In reviewing the proposals, a twostage method is used, with the technical proposal being evaluated first, before any pricing offers are opened and compared. The technical proposal is assessed based on its responsiveness to the Terms of Reference (TOR). • The technical proposal is weighted at 70%, while the financial proposal is weighted at 30%.

Bidders must submit technical and financial proposals in two separate sealed envelopes (one for technical and one for financial) by August 14, 2023, 10 a.m. Bidding papers will be opened in the presence of bidders or representatives on the same day at 10:30 a.m.
